Toyota Motor Corporation has announced the completion of Phase 1 construction for Woven City, a test site for mobility, at CES 2025 in Las Vegas. The city, located on the former site of Toyota’s Higashi-Fuji Plant in Susono City, Japan, is designed to facilitate the development and testing of innovative technologies. Phase 1 is expected to officially launch in fall of 2025 or shortly thereafter.
The project, first introduced at CES 2020, aims to explore the future of mobility through collaboration between Toyota, its subsidiary Woven by Toyota, and external partners. Construction for Phase 1 began in 2021, following a groundbreaking ceremony, and was completed in October 2024.
The initial phase spans approximately 50,000 square meters and will accommodate around 360 residents, primarily Toyota employees and their families. These residents will participate in co-creation activities alongside "inventors," including startups, researchers, and corporations working on mobility and technology solutions. Eventually, the population is expected to expand to 2,000 as further phases are completed.
According to the announcement, the first phase of Woven City has been recognized for its environmentally sustainable design and earned Japan’s first LEED for Communities Platinum certification in 2023. Toyota has announced partnerships with companies such as Daikin Industries, DyDo DRINCO, and Nissin Food Products to test innovations in air conditioning, vending technologies, and food systems, respectively.
In addition to corporate partnerships, an accelerator program is set to begin in 2025, inviting external startups, universities, and research institutions to join the project. Initially, visitors will be limited to related parties, with plans to open access to the general public for participation in fiscal year 2026.
The site also includes a renovated manufacturing hub and preparation work for Phase 2. Insights from Phase 1 will inform the development of future phases and guide the refinement of the city’s infrastructure and functionality.
Toyota describes Woven City as a "test course for mobility," focusing on technological advancements in the movement of people, goods, energy, and information
