Russian Civic Chamber suggests using seized Digital Assets for social good

On March 20, 2025, in Moscow, a proposal emerged to allocate digital currencies confiscated in criminal cases to a special fund, with revenues directed toward various social projects.

This suggestion was made by Evgeny Masharov, a member of the Civic Chamber of the Russian Federation's Commission on Public Expertise of Legislative Proposals and Other Regulatory Acts.

According to Masharov, "Confiscated cryptocurrencies from criminal proceedings should benefit the state. To this end, a special fund can be established, holding these cryptocurrencies, whose capitalization may significantly increase over time."

He made this statement while commenting on the draft law recognizing cryptocurrency as property and physical evidence, submitted to the government by the Russian Ministry of Justice and the Investigative Committee.

Masharov believes this approach would not only remove illicit assets from circulation but also assign them a specific purpose. He suggests that "subsequently, revenues obtained from the placement of cryptocurrencies can be used for social, environmental, and educational projects."

Furthermore, He supports the initiative to classify cryptocurrencies as property under Russia's criminal and criminal-procedural laws and has expressed willingness to lead a public review of the draft law within the Civic Chamber. The aim is "to discuss and establish a unified stance among investigative bodies, the tax service, and representatives of the crypto industry."
