Abu Dhabi is taking bold steps toward the future, announcing a $3.53 billion strategy to transform into the world’s first fully AI-native government by 2027.
The plan, launched Tuesday, aims to integrate artificial intelligence across every digital service provided by the emirate’s government.
This ambitious strategy, supported by an AED13 billion ($3.53 billion) investment in digital infrastructure, is expected to contribute over AED24 billion to Abu Dhabi’s GDP while creating 5,000 new jobs to bolster Emiratisation efforts.
It reflects the emirate’s vision of a government where automation, AI, and sovereign cloud computing form the backbone of its operations.
By 2027, Abu Dhabi plans to automate 100% of its government operations, a move that promises to enhance efficiency, transparency, and innovation. The "AI for All" initiative, part of this strategy, will focus on empowering citizens through AI education and training while rolling out over 200 innovative AI solutions across government services.
Ahmed Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi (DGE), described the initiative as a game-changer. “By incorporating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimize government operations, and drive sustainable economic growth,” he said.
Meanwhile, Dubai is also embracing AI with a practical twist. The emirate has introduced the AI Seal, a certification program for companies specializing in artificial intelligence.
Recognized by all Dubai government entities, the seal aims to create a trusted network of AI providers that businesses and government projects can rely on.
The certification, open to all AI-related companies licensed in Dubai, assesses applicants based on factors such as their activities, AI expertise, and public-private sector partnerships. Companies will be assigned one of six tiers—ranging from E to S, with S representing the highest economic impact—and issued a unique serial number for verification.
Certified companies can display the AI Seal on their digital platforms and promotional materials, showcasing their credibility as reputable AI service providers. The initiative, overseen by the Dubai Centre for Artificial Intelligence (DCAI), is designed to promote trust and drive growth in Dubai’s burgeoning AI sector.
“By verifying AI service providers and recognizing their economic significance, the AI Seal will create new business opportunities and strengthen Dubai’s position as a hub for AI innovation,” said Khalfan Belhoul, CEO of the Dubai Future Foundation.
Together, Abu Dhabi and Dubai’s latest initiatives underscore the UAE’s commitment to leading the global AI race. From revolutionizing government operations to fostering trust in the private sector, the Emirates are setting the stage for an AI-powered future.
